Civil organizations of Abkhazia made a statement in connection with the resolution of the OSCE Parliamentary Assembly on July 6, 2019:
"We, representatives of civil organizations of Abkhazia, regard the resolution of the OSCE Parliamentary Assembly of July 6, 2019 as evidence of the political bias of this international institution, allowing decisions based on template approaches and biased assessments. It is clear that this resolution condemning Russia for its recognition of independence of Abkhazia and South Ossetia, has a propaganda character. Quating recognition of the state independence of Abkhazia and South Ossetia by the Russian Federation to “annexation” and occupation "is not only contrary to international principles, but also distorts cause-and-effect relationships for the sake of geopolitical interests. The pro-Georgian interpretation of the situation effectively removes Georgia’s responsibility for unleashing a war against Abkhazia in 1992. The Georgian aggression was not assessed by the international community. As a result of 13- Monthly war was the de facto independence of the republic, de jure supported by a referendum and the act of state independence in 1999. The recognition of the independence of the Republic of Abkhazia by Russia took place only in 2008 after the aggression of Georgia against South Ossetia.
The resolution requires the admission of international human rights mechanisms, including the relevant OSCE executive structures, to the territory of Abkhazia for monitoring of the human rights situation. Meanwhile, UN agencies and other international organizations work in Abkhazia. Local civil organizations monitor violations of human rights and carry out human rights activities, including with the support of international structures. In Abkhazia, they understand that the work on the protection of human rights is one of the important priorities for the functioning of the modern state, which is why, since 2018, the Office of the Commissioner for Human Rights has been functioning fully in the republic.
OSCE representatives should be well aware that today the only reason of the inability to organize an OSCE mission, as well as the missions of other organizations monitoring the human rights situation in Abkhazia, is the unwillingness of international structures to take a non-political, neutral status towards our Republic. In cases where the real interest is to assist in solving of problems of protecting human rights, rather than following one-sided political attitudes, the mission is possible. An example of this is the report on the human rights situation in Abkhazia by Thomas Hammerberg and Magdalena Grono, prepared as a result of several monitoring missions in Abkhazia. These respected and well-known international experts had unimpeded access to all institutions in Abkhazia and had the opportunity to interview representatives of various groups of the population.

It should be noted that the Georgian side, which agreed in the framework of the Geneva discussions on organizing of the mission under the leadership of T. Hammerberg, subsequently categorically opposed the report being quoted in official documents of international organizations, as there were problems linked with human rights issues and they were set out objectively. Unfortunately, the OSCE PA did not express concern over the non-constructive position of Georgia.
We believe that the OSCE Parliamentary Assembly adopted a resolution that does not take into account the opinions and interests of the people of Abkhazia. Such a unilateral approach by no means contributes to the settlement of the “frozen” Georgian-Abkhaz conflict. Against the background of Georgia’s reluctance to sign an agreement on the non-use of force with Abkhazia, international support for the Georgian thesis that Abkhazia is an “occupied” territory fundamentally contradicts the opinion of the people affected by the Georgian aggression and accepting the Russian Federation as a guarantor of their own security in the context of an unresolved conflict with Georgia.
The unwillingness of international institutions to understand objectively the conflict situation only encourages Georgian politicians to manipulate international public opinion with using of the theses on “occupation” and “annexation”. This impedes an objective assessment and analysis of the true causes of the Georgian-Abkhaz conflict, which does not contribute to the establishment of sustainable peace in our region.
Our people, like any other people, deserve fair treatment and objective assessments of events that in the recent past threatened to destroy them. Without an unbiased analysis of the history of the Georgian-Abkhaz conflict and taking into account the interests of both parties to the conflict, it is impossible to find a way out of the impasse in which the peace process is today. International institutions could play an important role in the peace process if they took a fair and impartial position. This approach should underlie in the basis of all accepted international communities of decisions and resolutions so that they really contribute to building a long-term and fair peace. "
