On October 12, 1999, the People’s Assembly - the Parliament of the Republic of Abkhazia adopted the State Independence Act following a nationwide referendum which was held on October 3, 1999, at which 97.7% of the population voted for the Constitution of the Republic of Abkhazia adopted on November 26, 1994.

The act became an important legislative stage in the process of sovereignty of the Republic of Abkhazia. The new period of development of the Republic began with this document, which absorbed the achievements of the long-term struggle of the people of Abkhazia for independence.

The act fully reflected the cardinal changes that have taken place in the public and political life of the country since its proclamation of state sovereignty and legally reinforced the desire of the citizens of the Republic of Abkhazia to build an independent and democratic state.

Today, the Republic of Abkhazia has achieved significant success in state-building and continues to progressively strengthen relations with foreign countries, based on the principles of cooperation and political dialogue.

We are convinced that adherence to the spirit, letter and basic principles of the Act on State Independence undoubtedly meets the fundamental interests of the people of Abkhazia and serves the goals of ensuring universal peace and stability.
