17 years ago, on October 12, 1999 the People's Assembly, the Parliament of the Republic of Abkhazia adopted the Act on State Independence of the Republic of Abkhazia.

The adoption of this important document on the results of the national referendum of 3 October 1999 in support of the Constitution of the Republic of Abkhazia, adopted on 26 November 1994, was an important milestone in the long struggle of the people of Abkhazia for self-determination. Act on State Independence has completed the legal consolidation of the sovereign status of the Republic of Abkhazia.

Overcoming extremely difficult period of international isolation, Abkhazia has made significant progress in addressing the important foreign policy tasks, culminating in the recognition in 2008 by the Russian Federation of the Republic of Abkhazia as a sovereign state. Recognition by Russia created the necessary prerequisites for intensive socio-economic development of Abkhazia.

Agreement of alliance and strategic partnership concluded by the Republic of Abkhazia and the Russian Federation on November 24, 2014 provided a strong guarantee of security and the conditions for further development of Abkhazia.

Today, the Republic of Abkhazia adheres to the foreign policy laid down by the Act of 12 October 1999, and other fundamental documents related to its public-political status.

The Ministry of Foreign Affairs, realizing the foreign policy determined by the President of the Republic of Abkhazia, is actively working to strengthen multifaceted cooperation with the Russian Federation and other countries, with which Abkhazia established diplomatic relations, as well as to deepen the existing and establish new international relations.
