The meeting of Alexander Vataman, the Plenipotentiary Representative of the Republic of Abkhazia in the PMR with journalists was timed to two dates - twelve years ago on January 18, 2007. I.N. Smirnov, the President of the PMR signed a decree on the establishment of an Official Representation of the Pridnestrovian Moldavian Republic in the capital of the Republic of Abkhazia and 26 years ago the First Treaty of Friendship and Cooperation between the Pridnestrovian Moldavian Republic and the Republic of Abkhazia was signed on January 22, 1993.
- What happened in the relations of Abkhazia and Transdniestria in 2018?
- I want to start with the fact that the month of January is significant in the relations of Abkhazia and Transdniestria, it is filled with events that determine the nature of the relations of the Republics. And here it should be added to the two dates already mentioned that Vadim Krasnoselsky, the PMR President signed the Law of the Pridnestrovian Moldavian Republic “On Ratification of the Treaty on Friendship, Cooperation and Partnership between the Pridnestrovian Moldavian Republic and the Republic of Abkhazia” on January 11, 2018.The Treaty, which was signed in September 2017, reflects the modern realities of the legal and political field and once again expresses its readiness to further deepen the partnership and bring the interstate relations of the Republic of Abkhazia and the Pridnestrovian Moldavian Republic to a qualitatively new level.
The work was structured in 2018 on the bases of the provisions of this agreement as well as the mutual interest in Abkhazia and Transdniestria. The contacts between the ministries of the interior, customs committees, central election commissions, ministries of the economic bloc, state universities, state administrations of the cities of Bender and Ochamchyra, Dubossary and Gudauta, Tiraspol and Sukhum gave a certain dynamic to relations at the interdepartmental level.
One of the implemented areas in 2018 was the program of prosthetics for disabled Transdniestria defenders in Abkhazia. The first group of Transdniestria disabled Transdniestria defenders underwent prosthetics in January, the second - in October.
2018 was the year of the significant anniversaries - this is the 10-th anniversary of the international recognition of the Republic of Abkhazia by the Russian Federation and the 25-th anniversary of the Victory in the Patriotic War of the People of Abkhazia in 1992-1993.
The official representation of the Republic of Abkhazia in the PMR timed to these dates a number of events. Among them, the photo exhibition "They Fought for the Motherland", the solemn event on the eve of the 25-th anniversary of the Victory in the Patriotic War of the People of Abkhazia in 1992-1993, the International Competition of children's drawing.
The confirmation of certain dynamics in the relations of our Republics was the visits of the PMR delegations to the Republic of Abkhazia last year. The delegations included the delegations of the Government, the Supreme Council, the Ministry of Foreign Affairs, the Ministry of Internal Affairs, the State Media Service, the State Administration of the city of Tiraspol.
Lev Kvitsiniya and Ruslan Mova signed an Agreement on cooperation in the field of emergency prevention and response during one of the visits.
At the same time, another attempt to travel to Transdniestria to the representatives of the Republic of Abkhazia was unsuccessful in 2018. the Border Police denied entry into the territory of the Republic of Moldova at the airport of Chisinau by Ruslan Ladaria, the head of the Administration of the Gudauta region of the Republic of Abkhazia, who was going to celebrate the Day of the city of Dubasari on October 23,2018.
Noting the existing specifics of the interaction of our Republics, I want to return to the theme of the Official Representation of Transdniestria in Abkhazia, which today marks 12 years from the date of its formation and which has been headed for 10 years by Harry S. Kupalba. This is a well-known and respected person in Abkhazia.
It should be noted that the chosen form of work of the Representative Offices, when Transdniestria represents a citizen of Abkhazia, a citizen of Transdniestria, but first of all an Abkhaz by nationality, has its advantages. Garry Sergeevich is fluent in the language of the host country, knows the traditions, customs and history of Abkhazia. He has long-time personal acquaintances with many leaders of the Abkhaz departments. All this allows solving any issues promptly, in the interests of the development of relations between Abkhazia and Transdniestria as a whole.
All delegations that came to Abkhazia from Transdniestria, and with whom the Head of the Official Representation of the PMR in Armenia works, receive answers to all their questions on any topic, a clear organization of the work program and very importantly, they can personally feel the attention and Abkhaz hospitality Garry Kupalba is surrounded by them.
The same attitude of the Official Representation of the PMR in Abkhazia fully applies to all Transdniestria who come to Abkhazia and meet with Garry Sergeevich. The reason for the meetings can be both the need to resolve the issues that have arisen and the desire to simply see where the Transdniestria representation in Abkhazia works and how it lives.
Taking this opportunity, on behalf of the Official Representation of the Republic of Abkhazia in the Pridnestrovian Moldavian Republic and on my own behalf, I congratulate Vitaly Ignatiev, the Minister of Foreign Affairs of the Pridnestrovian Moldavian Republic and Garry Kupalba, the Head of the Official Representation of the Pridnestrovian Moldavian Republic in Abkhazia on the occasion of the anniversary of the establishment of the Official Representative of the Pridnestrovian Moldavian Republic in the Republic of Abkhazia.
I am confident that our constructive business cooperation will continue to successfully develop and strengthen, contributing to the development of interstate relations between Transdniestria and Abkhazia.
- In what directions is there an interest in Abkhazia in Transdniestria today?
- I emphasize once again that the existing specifics of our interstate relations and logistical problems make the implementation of many projects impossible at the present time.
At the same time, Transnistria’s interest in Abkhazia touches on various directions. If we talk on the cooperation of various departments, then the experience of interaction between the Abkhaz and Russian colleagues is of interest. There is an interest in the exchange of experience in the field of agriculture, in the scientific and educational field. There is interest in developing contacts in the field of sports, culture and youth policy
And of course this is an interest in the tourist potential of the Republic of Abkhazia. This is a well-known seaside resorts, a vacation in the mountains. And, very importantly, this acquaintance with the history and traditions of the people of Abkhazia.
For example, if we talk on the month of January there is one of the most important holidays that coincides with the Old New Year it is Azhyrnuhua (World Creation Day) it celebrated in Abkhazia on the night of January 13-14.
Azhyrnuhua is a very ancient holiday, it is supposedly more than two thousand years old. And it goes back to the traditional religion of the Abkhaz, in which the God Shashva was considered the most powerful God - he patronized the blacksmith's craft and on this day the Abkhaz prayers were turned to him.
It was believed that the blacksmith himself, besides physical strength, still possessed superpower, he could pray to the Gods and his prayers did not remain unheard, he could become a priest.
Today, Azhyrnuhua remains a family holiday, which is associated with the deity of forge and blacksmiths craft. In families, in the sacred family forges (azhiira), representatives of the same family name, on this day, they pray and perform the ritual of sacrifice.
In different families, the celebration of Azhyrnuhua has its own nuances. Its essence remains unchanged - with the onset of darkness on January 13, the family in the forge turns to God with the request to preserve and protect their kin.
To visit Abkhazia and join the ancient traditions of the Abkhaz people is an unforgettable experience.
Therefore, I invite everyone in 2019 to visit Abkhazia and find something new and unknown for themselves.
- In continuation of the theme of 2019, have you already made any plans for the coming year?
- It should be noted that the search for opportunities to expand contacts is ongoing in the light of the existing difficulties in the implementation of practical cooperation between our Republics.
We spoke on this with Vitaly Ignatiev, the Foreign Minister at a meeting which was held a few days ago at the Transdniestrian Ministry of Foreign Affairs.
The plans for 2019 are the interaction of the Constitutional Courts of the Republics, public Chambers, ministries of defense and other departments, administrations of cities and regions.
Already this year, the Bendery City Council of People's Deputies prepared a number of proposals for the development of friendly city relations with the city of Ochamchira. These initiatives relate to youth and historical direction.
We hope for the implementation of planned activities in 2019 and for the expansion of interaction in a wide range of relations between our Republics.
