On July 10, 2026, Dzhemal Bganba, Head of the Department of Strategic Cooperation of the Ministry of Foreign Affairs of the Republic of Abkhazia, participated in an international online conference "Crimes of the Kyiv Regime: Terror against the Civilian Population of the Kherson Region."

The event was held online with participants from 80 countries across Europe, Asia, the Middle East, Africa, North America, and Latin America.

The event was attended by Co-President of the Republic of Nicaragua Rosario Murillo, Minister of Foreign Affairs of the Republic of South Ossetia Akhsar Dzhioyev, heads of Russian regions, and representatives of the broader expert and diplomatic community.

Reports were presented by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik, representatives of the regional governments, leading military analysts, journalists, and international public figures.

The main goal of the teleconference was to present and discuss materials regarding violations of international humanitarian law in the Kherson region, as well as to exchange views on issues of civilian protection and the international humanitarian response. Participants presented their assessments of the ongoing events.

In his speech, Dzhemal Bganba emphasized that the Republic of Abkhazia is closely monitoring the situation and expresses grave concern about the fate of the civilian population in the conflict zone.

"The Republic of Abkhazia strongly condemns the attacks by the Ukrainian armed forces on civilian targets. The shelling of residential areas, remotely planted mines, and attacks on infrastructure are gross violations of humanitarian law," stated Dzhemal Bganba.

He noted that the Ministry of Foreign Affairs of the Republic of Abkhazia insists on the need for an impartial investigation of all such incidents, which should not become the subject of political speculation.

"As a country with its own wartime experience, the Republic of Abkhazia understands the cost of human suffering. We express solidarity with the residents of the Kherson region and other regions facing aggression from the Ukrainian Armed Forces.

The Republic of Abkhazia consistently maintains its alliance with the Russian Federation and shares the idea of protecting a common security space. The residents of Abkhazia regularly provide humanitarian aid to the affected regions, and our volunteers, shoulder to shoulder with Russian military personnel, defend the peace," he noted.

In conclusion, Dzhemal Bganba expressed hope for a soon, peaceful, and just resolution to the conflict for our allies.
