On March 4-5, the 63rd round of the International Discussions on Security and Stability in the South Caucasus was held at the UN Palais de Nations in Geneva. Delegations from the Republic of Abkhazia, the Republic of South Ossetia, the Russian Federation, Georgia, the United States, as well as international organizations - the UN, EU and OSCE - took part in the talks.

The Abkhazian delegation, headed by Acting Deputy Minister of Foreign Affairs of the Republic of Abkhazia Odissei Bigvava, included officers of the Ministry of Foreign Affairs of Abkhazia Lasha Avidzba and Artur Gaguliia, as well as a member of the People's Assembly - Parliament of Abkhazia Batal Dzhopua.

The main day of the talks was preceded by bilateral consultations, which took place on March 4. The discussions traditionally took place in the format of two working groups - on security and on humanitarian issues.

During the main round of negotiations, all participants emphasized their readiness to make every effort to ensure an effective working process in the name of peace, security and stability.

During the negotiations, representatives of all parties confirmed their interest in resuming the work of the Incident Prevention and Response Mechanism (IPRM) in the town of Gal. Participants stated that any efforts to unblock the work of the IPRM are welcome.

During the discussion of item 2 of the agenda of the working group 1, all participants noted the relatively stable security situation on the ground. As before, Abkhazia insists on signing a legally binding document on non-use of force between Georgia and Abkhazia on the one hand, and Georgia and South Ossetia on the other.

Representatives of the South Ossetian and Abkhazian sides confirmed that the discussion of the issue of the return of refugees in the second working group does not seem acceptable until this issue is removed from the vote in the UN General Assembly.

Much attention was paid to the topic of freedom of movement for citizens of the Republic of Abkhazia with national passports, including lifting restrictions and isolation for movement around the world. It is expected that an information session will be prepared and held with the participation of a specialist, as well as a working group on these important issues will be organized at the next round.

All parties confirmed their commitment to continuing work within the framework of the International Discussions. According to the heads of delegations, the potential of the discussions has not been fully exhausted. International Discussions will be continued. The 64th round is scheduled for the second half of June 2025.
