On August 26, 2024, a meeting of the Heads of the Foreign Ministries of Abkhazia and South Ossetia Sergey Shamba and Akhsar Dzhioev took place at the Ministry of Foreign Affairs of the Republic of Abkhazia.
The meeting was attended by: Deputy Minister of Foreign Affairs of the Republic of Abkhazia Odissei Bigvava, Head of the Department of Strategic Cooperation of the Ministry of Foreign Affairs of Abkhazia Dzhemal Bganba, Ambassador Extraordinary and Plenipotentiary of the Republic of South Ossetia to the Republic of Abkhazia Oleg Botsiev.
Sergey Shamba thanked the delegation of South Ossetia for coming to celebrate the 16th anniversary of the Day of International Recognition of the Republic of Abkhazia.
He noted that "it is especially pleasant to welcome our friends, brothers from South Ossetia on this significant day in the history of our peoples. On this day, in August 2008, after the bloody events that took place in South Ossetia, the territory of Abkhazia was completely liberated, because until that time a significant part of our territory was under occupation - this is the upper part of the Kodor Gorge. This day was brought closer by many generations of our people who defended the rights, identity of their people. Many young men and women fell fighting for the freedom and independence of our peoples. First, this happened in South Ossetia, then in Abkhazia."
The Minister said that "after the recognition of the independence of our peoples, a stable situation was established, when terrorists - saboteurs who operated in the border areas ceased their bloody activities. Russian border guards stood next to our border guards." Sergey Shamba noted the key role of the First President Vladislav Ardzinba and the Second President Sergey Bagapsh in the recognition of Abkhazia's independence, as well as the President of South Ossetia Eduard Kokoity, whose name is associated with the recognition of South Ossetia's independence.
He recalled the format of the Conference of the Ministers of Foreign Affairs of Abkhazia, South Ossetia, Pridnestrovie and Nagorno-Karabakh that was in effect at the time.
Speaking about the Consultation Plan between the Ministry of Foreign Affairs of the Republic of Abkhazia and the Ministry of Foreign Affairs of the Republic of South Ossetia for 2024-2025, Sergey Shamba emphasized that this is "another document that will develop our cooperation and relationships in the diplomatic sphere."
In turn, the Minister of Foreign Affairs of South Ossetia Akhsar Dzhioyev thanked Sergey Shamba for his intention to maintain and develop relations with South Ossetia. He also expressed readiness to further deepen cooperation in all areas. According to the Minister, "the Cooperation Plan is the beginning to give some dynamics to our relations." He also believes that it is possible to return to the format of the Meeting of Foreign Ministers. "Our Pridnestrovian friends are not yet quite certain with logistics, but we must look to the future and move forward together, supporting and helping each other," said Akhsar Dzhioev.
During the meeting, Sergey Shamba and Akhsar Dzhioev signed a Consultation Plan between the Ministry of Foreign Affairs of the Republic of Abkhazia and the Ministry of Foreign Affairs of the Republic of South Ossetia for 2024-2025.
The document provides for such topics as: current issues of bilateral relations, development of a bilateral contractual and legal framework, cooperation in the field of consular activities, organization of joint scientific and practical seminars, conferences, round tables, and others.
