Comment by the deputy head of the Abkhaz Foreign Ministry Department for Cooperation with International Organizations Said Otyrba:

“Yesterday’s statement by the EU Special Representative, Mr. Toivo Klaar, is noteworthy. He openly writes that “as a matter of policy, engagement without EU recognition mainly through its implementing of partners on the ground, such as UN agencies, international NGOs and local civil society organizations, funds a significant number of humanitarian projects.”

A pressing question arises - which specific legal entities of the Republic of Abkhazia help the EU to implement the policy of “involvement without recognition”? Who exactly does he mean, Mr. Claar? This is a question that has already been officially asked through diplomatic channels. We areawaiting a response to it. 

Interaction with unfriendly organizations and countries that advocate “restoring of the territorial integrity of Georgia,” while actively interfering in political activities in the Republic of Abkhazia is a direct threat to national security. In accordance with the terminology of the legislation of a number of countries, such persons, in connection with the functions they perform are included in the register of foreign agents. 

In addition, there is reason to believe that by not officially recognizing of the statehood of the Republic of Abkhazia, the collective West is trying to discredit the authorities of our country. This, which has already become traditional, is part of the Western methodology. Recently, attention has been drawn to active but unsuccessful attempts to discredit the executive and legislative branches of government. 

An entire “bot-net” has been created on social networks and instant messengers. Its participants write angry comments, support each other, and create a “storm in a teacup.” 

As Sergei Shamba, Secretary of the Security Council of the Republic of Abkhazia noted in his recent speech, such activities are characteristic of internal enemies and are carried out anonymously.

At the same time, it is noteworthy that Georgian NGOs funded by USAID and UNDP, including the famous citizen Buava, act in unison with local provocateurs. 

Taking into account the above, the issue of regulating legal relations in this area arises very acutely.”
