The first day of the latest round of talks opened with an information session dedicated to the international experience of the Incident Prevention and Response Mechanism (IPRM).

The Abkhazian delegation also held separate meetings with the co-chairs of the International Discussions on Security and Stability in the Transcaucasia (IDT).

During the second day of meetings, participants reviewed all issues on the agenda. One of the central topics was the current security situation.

Representatives of all delegations agreed that the situation in the region remains relatively stable.

In the first working group, devoted to security issues, the parties reiterated the importance of concluding a legally binding agreement on the non-use of force, as well as resolving issues of border delimitation and demarcation between Abkhazia and South Ossetia, on the one hand, and Georgia, on the other. An exchange of views on this topic took place with the participation of all delegations, as well as the co-chairs of the International Discussions.

Special attention was given to the prospects for resuming the work of the Incident Prevention and Response Mechanism in Gal. All participants confirmed their interest in resuming its activities. However, the lack of agreement on the technical aspects of organizing IPRM meetings continues to prevent the parties from moving towards the practical implementation of this objective.

During the meeting, the delegations of Russia, Abkhazia, and South Ossetia proposed moving the venue of the International Discussions from Switzerland to another country while maintaining the existing negotiating format. They argued that, in their view, Switzerland no longer meets the criteria for a neutral state.

The key topics of discussion in the second working group traditionally included humanitarian issues, in particular freedom of movement, crossing the state border between Abkhazia and Georgia, livelihoods, education and healthcare, and the search for missing persons. Despite persistent attempts by Georgian participants to politicize a number of points, substantive discussions were possible on all of the above topics.

Representatives of the Abkhazian delegation in their speeches once again emphasized the key issue of protecting the rights of citizens of the Republic of Abkhazia to freedom of movement and external mobility.

Additional discussion focused on education. Participants from Abkhazia briefed the co-chairs and representatives of other delegations on the educational situation in the Gal region and provided the necessary statistical data, refuting accusations by members of the Georgian delegation of alleged discriminatory policies by the Abkhazian authorities towards local students.

On the fourth agenda item of the second working group, the position of the Abkhazian, South Ossetian, and Russian sides remained unchanged. Along with the allied delegations, the Abkhazian side did not participate in the discussion of the topic of refugees.

The next, 68th round of the International Discussions is scheduled for November 2026.
