On October 12, 1999, Vladislav Ardzinba, the President of the Republic of Abkhazia, Sokrat Dzhindzholiya, the Speaker of the People's Assembly and the deputies of the People's Assembly signed the Act "On the State Independence of the Republic of Abkhazia". This event was preceded by a referendum on October 3, 1999, according to the results of which 97.7% of the citizens of the country approved the current Constitution of the Republic of Abkhazia, which the Supreme Council of the Republic of Abkhazia adopted on November 26, 1994.
The Act "On the State Independence of the Republic of Abkhazia" completed the process of legal registration of the sovereign state status of the Republic of Abkhazia. Based on the will of the people, it confirmed and proclaimed the State Independence of the Republic of Abkhazia. It also contained an appeal to the UN, the OSCE, and all states of the world with a call to recognize the independent state created by the people of Abkhazia on the basis of the right of nations to free self-determination.
