Department tasks and functions

Main tasks of the Department:

  • provision of the unified protocol practices of the Republic of Abkhazia;
  • maintenance of the permanent working relationships with the diplomatic missions (Embassies) and the consular offices of the Republic of Abkhazia abroad;
  • maintenance of the business contacts with the diplomatic missions and the consular offices of foreign states on the territory of the Republic of Abkhazia on the issues related to the competence of the Department;
  • implementation of the protocol activities related to the presentation of the Republic of Abkhazia to the international community through the organization and participation in the exhibitions, seminars, symposiums, conferences and other similar events;
  • study and generalization of foreign protocol practice, development of proposals aimed at improving the protocol practice in the Republic of Abkhazia;
  • implementation of the diplomatic-courier communication.

The Department performs the following functions in accordance with the entrusted tasks:

  • provides the protocol and organizational support for the activities envisaged in the visit programs (meeting and departure, accommodation, official talks, visits to businesses and institutions, provision of a cultural program, trips around the republic, etc.)
  • develops the programs for the official visits to the high and highest levels and coordinates the activities for its implementation, in conjunction with the interested public authorities and administration of the Republic of Abkhazia;
  • participates in the development of proposals and conducts the protocol and organizational activities during visits abroad of the leadership of the Republic of Abkhazia
  • accompanies on trips and participates in the organization of events related to the preparation of visits of the representatives of the Republic of Abkhazia abroad, solves the issues of material and technical support of the visits (ordering the necessary transport, support of the traffic police, appropriate protocol attributes, gifts and souvenirs);
  • organizes the visits to the Republic of Abkhazia of state and government delegations, heads of foreign countries, foreign ministers and heads of missions of foreign countries;
  • maintains the official diplomatic correspondence of the Ministry of Foreign Affairs of Abkhazia;
  • sends the invitations to foreign states and heads of the diplomatic missions of foreign states in the Republic of Abkhazia to the events and ceremonies of a state character as well as to the international events held in the Republic of Abkhazia (festivals, exhibitions, forums, etc.);
  • conducts the protocol activities related to the signing of the international treaties of the Republic of Abkhazia;
  • prepares the credentials and letters of recall of ambassadors of the Republic of Abkhazia sent abroad;
  • accredits the employees of the diplomatic missions in accordance with the Regulations on the accreditation and issuance of the diplomatic cards to the diplomatic missions of the Ministry of Foreign Affairs of the Republic of Abkhazia of December 9, 2010;
  • organizes the presentation of the diplomatic corps to the President of the Republic of Abkhazia;
  • is the depository and maintains the register of international treaties of the Republic of Abkhazia and keeps them;
  • ensures the storage and destruction of the secret documents;
  • performs other functions not stipulated by this provision, in accordance with the current legislation of the Republic of Abkhazia.
