On January 28, 2026, Zaur Gvadzhava, Ambassador Extraordinary and Plenipotentiary of the Republic of Abkhazia to the Bolivarian Republic of Venezuela, participated in the official swearing-in ceremony of Delcy Rodríguez Gómez, Acting President of Venezuela, at the invitation of the Ministry of Foreign Affairs of Venezuela.
The Bolivarian National Armed Forces (FANB) and the Venezuelan civil security agencies swore allegiance to Delcy Rodríguez, who officially assumed the duties of Commander-in-Chief.
The ceremony took place on the grounds of the Military Academy of Venezuela in the Fort Tiuna complex in Caracas.
During the event, Interior Minister Diosdado Cabello read an official statement on behalf of the Armed Forces and the police, stating that the unity and loyalty of the police and law enforcement agencies remain unwavering in their mission to defend national sovereignty. He emphasized that law enforcement agencies now report directly to Delcy Rodríguez as Commander-in-Chief.
Army General Padrino López reaffirmed the Armed Forces' loyalty to the Acting President, emphasizing that the Army views her not only as the supreme leader of the Bolivarian Revolution but also as the guarantor of national reconciliation, democracy, and peace.
In her speech, Delcy Rodríguez outlined the priorities of her administration: protecting digital sovereignty and strengthening social support for the Army. Emphasizing that she came to the ceremony as a "humble Venezuelan woman," Rodriguez greeted representatives of all branches of government, as well as the children of Nicolás Maduro and Cilia Flores, who were present. Particular attention was paid to the memory of those killed on January 3. The head of state expressed profound solidarity with their families.
One of the key policy announcements was the creation of the National Cyber Defense and Security Authority of Venezuela.
The event was attended by Defense Minister Vladimir Padrino López, who coordinated the swearing-in ceremony; Minister of Interior, Justice, and Peace Diosdado Cabello; Strategic Operational Commander (CEOFANB) Domingo Hernández Lares; senior military officials; and representatives of the Cabinet of Ministers and the diplomatic corps.
