On June 27, 2020, Dzhemal Bganba, the Head of the Department of Strategic Cooperation of the Ministry of Foreign Affairs of the Republic of Abkhazia, and Roman Tsimtsba, the Deputy Head of the Consular Department took part in a briefing organized by the Ministry of Digital Development of the Russian Federation in the format of a video conference with the participation of representatives of more than 80 states and international organizations dedicated to the topic of the Resolution of the Government of the Russian Federation of November 7, 2024, No. 1510 "On conducting of an experiment to test the rules and conditions for entry into the Russian Federation and exit from the Russian Federation of foreign citizens and stateless persons." Representatives of the Ministry of Digital Development again noted the fact that the experiment is voluntary and the absence of a completed application in the "ruID" application will not affect the conduct of border control and entry into the Russian Federation.
At the same time, the Russian side drew the participants' attention to a number of advantages that come with using of the ruID application, which is an analogue of the State Services application for foreign citizens. In particular:
• Creation of a digital profile of a foreign citizen;
• Reduction of administrative barriers for obtaining of government services;
• The prospect of interacting with government agencies and organizations entirely in electronic form, including purchasing of voluntary health insurance policy and registering as a self-employed person;
• Automatic registration of SNILS based on the above data;
• The ability to check in advance for restrictions on entry into the Russian Federation.
Also during the video conference, representatives of the Abkhazian Foreign Ministry asked a number of questions that were relevant to the Abkhazian side, in particular, regarding possible restrictions on the crossing of the Abkhaz-Russian state border by citizens of third countries, as well as a question regarding the validity period of one completed online application for entry into the Russian Federation.
In its response, the Russian side drew the attention of the Abkhazian side to the fact that the experiment introduced by the above-mentioned resolution is voluntary and does not impose restrictions on the movement of foreign citizens, including citizens of third countries. Once completed by a foreign citizen, the application is valid for 90 days.
The Ministry of Foreign Affairs of the Republic of Abkhazia once again draws the attention of the citizens of the Republic of Abkhazia to the fact that the regime for crossing of the state border with the Russian Federation has not changed and thanks the Russian side for organizing the briefing.
