On September 29, 2025, Zaur Gvadzhava, Ambassador Extraordinary and Plenipotentiary of the Republic of Abkhazia to the Bolivarian Republic of Venezuela, participated in an extraordinary meeting chaired by the Secretary of the National Council of Sovereignty and Peace and President of the National Assembly, Jorge Rodriguez, at the invitation of the Ministry of Foreign Affairs of Venezuela.
In his speech, Jorge Rodriguez emphasized that the main goal of the National Council is to unite efforts to protect peace in the country.
Executive Vice President Delcy Rodriguez also spoke at the meeting. She announced that President Nicolás Maduro signed a decree declaring a state of emergency in the country in the event of an armed attack by the United States.
"The state of emergency decree is aimed at protecting the territorial integrity, sovereignty, independence, and vital strategic interests of our republic," Rodríguez noted. She indicated that the document would immediately go into effect if "the United States armed forces dare to commit aggression against Venezuela."
The meeting was attended by ambassadors and heads of diplomatic missions accredited to Venezuela, 54 of the 56 political parties registered with the National Electoral Council (CNE), government representatives and media.
