The next round of International Discussions on Transcaucasus took place in Geneva on June 19 – 20,2018

The regular round of International Discussions on Transcaucasia took place in Geneva on June 19-20. The representatives of Abkhazia, South Ossetia, Georgia, Russia and the United States took part in the co-chairmanship of the UN, OSCE and EU.

The delegation of the Republic of Abkhazia was headed by Daur Kove, the Foreign Minister. The delegation also included the members of the Abkhazian Foreign Ministry Irakli Tuzhba, Lasha Avidzba, Arthur Gaguliya, Anna Gamisoniya as well as Vladimir Arlan, the Deputy Chairman of the Abkhazian SSI.

The Abkhaz side made proposals to increase the effectiveness of the International Geneva Discussions during the course of the next round. According to the Abkhaz side, to improve the work, it is necessary to define a clearly formulated agenda in the two groups and provide favorable conditions for a dialogue between the parties of the conflict.

Unfortunately, the Georgian side continues to shy away from a direct dialogue aimed at overcoming of the existing disagreements, while trying to give the Georgian-Abkhaz and Georgian-South Ossetian conflicts the Georgian-Russian context over the many years of work in the format of the International Geneva Discussions.

At the same time, the Georgian side is blocking work on issues of refugees and displaced persons within the framework of the International Geneva Discussions by its provocative actions in the international arena. In particular, Georgia, using its participation in various international structures in which Abkhazia and South Ossetia is not represented at all, continues to vote on the biased resolutions on refugees and displaced persons, in which there are unfounded accusations against Abkhazia and South Ossetia.

In addition, during the round the Georgian side continued to politicize the issues related to the tragic incidents, which resulted in the death of Georgian citizens A.Tatunashvili, G.Otkhozoria and D.Basharuli.

The Co-Chairs of the International Geneva Discussions noted the positive dynamics in the border areas, stressing that the situation remains stable and safe despite on all attempts by the Georgian side to give a negative connotation to the situation in the Gali district.

Unfortunately, once again failed to reach a compromise solution on the most pressing issue on the agenda of the International Geneva Discussions related to the adoption of a joint oral statement by the participants on the commitment to the nonuse of force.

The Georgian side insisted on agreeing of the text of the document proposed by the American side in the previous round, in which the Abkhaz and South Ossetian sides were actually moved beyond the joint statement. As a result of such destructive actions by the Georgian and American sides, the adoption of this draft joint statement was not possible. It was decided to continue discussion of this issue at the next round of the Geneva Discussions, which is scheduled for October 9-10, 2018.
